In 2025, the WCEA offices up for election are President, Treasurer, and 3 seats on the Board of Directors. The term of office is from November 1, 2025 to October 31, 2027. The election will be conducted virtually via ElectionRunner.com from September 25-October 1, 2025. On the first day of the election, each WCEA member will receive an e-mail from ElectionRunner with a link to cast their vote. The candidates for each office are listed below. Each candidate was allowed to submit a photo and a personal statement.
Please be advised that per Article VI, Section 2 (Pg 3) of the WCEA Bylaws, as voted on and approved by the full WCEA membership, only two members from a single department may be elected to the Board of Directors. Due to this rule, and the current makeup of the Board members who are not up for election this year, only one person may be elected from the following departments during this election: Manager’s Office, Northern Nevada Public Health, Medical Examiner’s Office, Human Services Agency, and Sheriff. Even if multiple members from those departments are the top vote-receivers, only one from each department can be seated on the Board. Article XIII, Section 4 (Pg 7) of the Bylaws describes the procedure for determining who gets seated if multiple people are elected from the same department.
Candidates for President
William Mantle (Alternate Public Defender)

Hello WCEA members, I’m William Mantle. I’ve been with Washoe County for 8 years and currently serve as a Legal Assistant in the Alternate Public Defender’s Office. I’m asking for your support to elect me as your next WCEA President.
Since joining the WCEA in 2019 I’ve held the positions of Board Director, Treasurer, and Vice President. I’ve held committee spots on the Job Evaluation, Scholarship, Charitable Donations, and Membership committees and I’m the WCEA liaison for Nevada’s Employee Management Review Board (EMRB). I’ve been a member of our negotiation committees and teams with a focus on improving, broadly, our benefits like vacation leave and parental leave—which we accomplished in 2024.
Recently, I’ve been pushing to increase our email communication, conduct surveys, and educate members (you might’ve noticed a few of those emails regarding Weingarten Rights, Membership Benefits, and more). I would continue this practice and work to ensure that our members feel connected to their leadership, empowered to assert their rights, and willing to ask questions.
With a lull until 2028 for contract negotiations, I want to take time to review, update, and modernize our WCEA Bylaws to ensure we can be as flexible, responsive, and accountable to the membership as possible.
I have (justly so) a reputation for asking a lot of (hard) questions, exploring novel solutions, and indefatigably pursuing fair and commensurate outcomes for our members. I will continue to work hard to support and further the WCEA’s interests, I’ll expand our voice to more tables in the County, and you should know that when I say I’m going to do something I will exhaust every avenue possible to accomplish that task (and I probably will make a spreadsheet, too).
With your support, I know that we can make an even better WCEA. I want to hear from you, explore new opportunities, further expand our membership, and for the WCEA to continue to example how important a union is to create a better experience at Washoe County.

Rebecca DiMaggio (Department of Alternative Sentencing)

I have been a proud Washoe County employee for 23 years, spending the first 22 and a half in many different positions as a civilian with the Sheriff’s Office. I began as a Sheriff Support Specialist in booking and then moved into central control. After 13 years, I transitioned into an Office Support Specialist role, serving first in Detention Administration and later in the Special Operations Division. My final two years with the Sheriff’s Office were as their Grants Coordinator. You might also know me as “Ms. Claus,” as I happily served as the head elf for the SO’s Santa Letter program for many years.
In December 2024, I joined the Department of Alternative Sentencing as the Grants Coordinator for the STAR program. The STAR program is a unique county substance recovery initiative that serves individuals in pretrial and probationary supervision, with a strong focus on addressing the opioid crisis impacting our community. Being part of this team has been deeply rewarding, as I’ve had the privilege of contributing to work that directly changes lives for the better.
Service has always been at the heart of who I am. I currently volunteer as secretary for the local DeMolay advisory board, and I was a member of Job’s Daughters as a youth. These structured, service-oriented organizations instilled in me a lasting dedication to teamwork, accountability, and community.
I am eager to bring that same spirit of service to the Washoe County Employee Association Board. I would be honored to serve not only the board but also my fellow Washoe County employees by volunteering as Treasurer. With my background in finance, grants management, and structured organizational involvement, I believe I can make a meaningful contribution. More importantly, I want to be a helping hand—supporting, representing, and giving back to the colleagues I’ve worked alongside for more than two decades.
Kathie Maestas (Recorder)

My name is Kathie Maestas, and I am running for re-election as Treasurer for the WCEA Board of Directors.
Since 2014, I have been an active member of the WCEA and have served on the Board of Directors since 2017. Aside from my position as Treasurer, I have previously been elected Secretary for the Board of Directors.
During my time as Treasurer, I have gained knowledge of all policies and procedures within the county, and I am well versed with the WCEA contract and assisted with the By-law updates. I am also familiar with WCEA’s finances and draft the annual budget.
I served on the Contract Negotiation Team, when I last ran for reelection, I stated if I was elected when we were back at the negotiations table, I would do my best to get back retiree benefits and this year we were successful in getting some retiree benefits back. We secured one of the most successful contracts for our members. But there is still work that needs to be done to ensure our members get the best contracts in the future.
I also serve on the Insurance Negotiations Committee (INC). I am proud of the fact that the WCEA representatives have taken the lead in the last two negotiations and have been at the forefront getting the other associations more engage on the committee. I will continue to work hard to increase our overall benefits and to have the INC bylaws better defined and have the County be more transparent with the health fund cost. I will always make sure that the association’s voice is heard, and our viewpoints are taken into consideration. I will continue to be a voice for you.
I also assist with Labor Representation. Along with other board members. I have defended numerous members in almost every department in the county. I have knowledge of mediation, grievance, and arbitration processes. I have continued to take labor law and arbitration seminars to keep up the latest in labor laws and will continue to work with the WCEA board and labor representatives to make sure our members have the best representation.
I believe the most important piece of all – it’s imperative that we make every effort to communicate our successes and potential challenges and our vision for the future to you, our members on a regular basis. We need to make sure that when there are challenges you have convenient avenues to communicate with us. I think working together we can achieve this, and I promise to be a tireless advocate for you.

Blaine Clements (Human Services Agency)

My name is Blaine Clements. I am a Case Worker for the Human Services Agency at the Our Place Women’s Shelter. I have had the pleasure of being on the Board of Directors since 2023. During my time on the Board, I organize and coordinate the WCEA PERS Lunch and Learn Sessions. In addition, I am an alternate for the Insurance Negation Committee. Being on the Board I find it important to represent and negotiate what is best for our members and to make sure all voices are heard. If elected for a second term I will continue this effort. During my time off I enjoy spending time with my wife and three children. I look forward to serving another term on the WCEA Board of Directors
Todd Kirsten (Community Services Department)

My name is Todd Kirsten. I have been with Washoe County since 2007 and on the WCEA board for the last year. I am a utility systems worker 2. This has been the only position I’ve held at Washoe County. I was in Teamsters local 533 for 10 years. The last three years I was a shop steward. I spent 1 year in the laborers Union local 169. I have a grade 3 collection systems operator, distribution system operator 2, cross connection control specialist and a backflow prevention assembly tester. My department takes care of the sewer plants, lift stations, sewer mains and reclaim water system. I believe I am a great candidate form the WCEA because of my passion for advocating for workers’ rights, my strong communication skills, problem solving abilities and my proven leadership abilities. I am committed to working tirelessly to ensure that our members receive fair wages, benefits, and working conditions.
Karen Larsen (District Attorney)

I’m excited to put my name forward as a candidate for our Employees Association Board. Over the years, I’ve seen how much our association does to bring us together, support one another, and make our workplace better. I’d love the chance to give back and help keep that momentum going.
I’ve been with Washoe County for over 15 years, and in that time I’ve learned a lot about the challenges we face as employees as well as the opportunities we have to make things better. In my role as a Family Support Specialist, I’ve worked hard to not only get the job done, but also to support my coworkers, improve processes, and step in where I can to make our team stronger.
I believe in fairness, transparency, and collaboration. If I’m elected, my goal will be to make sure every voice is heard and that the Board reflects the real needs of all employees. I want to be an advocate for resources, opportunities, and policies that help us succeed, while keeping open lines of communication so you feel represented and respected.
What I bring to the table is a mix of listening, problem-solving, and follow-through. I know how important it is to balance the day-to-day with the bigger picture, and I’ll bring both compassion and accountability to the role.
Our association is strongest when members feel connected, supported, and confident that their concerns matter. If elected, I’ll focus on keeping communication open, encouraging involvement, and making sure the Board stays responsive and proactive.

My name is Torrey Muao-Sandoval and I’m honored to have accepted a nomination to run for a position on the WCEA Board of Directors. With 23+ years of public service and a strong commitment to fairness, transparency, and employee advocacy, I am passionate about strengthening the voice of our workforce and ensuring that all members are treated with respect and equity.
My professional history is rooted in social work, and I have also spent time educating in the equity and diversity realms. I have been with the County in the Housing and Homeless Services department since its inception about 3 years ago and previously worked for the Washoe County School District for 20 years. I joined WCEA at my initial onboarding and was an active member of my previous employee union with the school district as well.
In my current role as a homeless case manager, I’ve seen firsthand the challenges and opportunities facing our employees. I believe that open communication, proactive representation, and firm support for workers’ rights are essential to building a more inclusive and supportive workplace. I am excited for the opportunity to serve as a voice and sounding board for my fellow Washoe County Employees.

Anne Stoll-Truelock (Northern Nevada Public Health)

Dear WCEA Members,
My name is Anne Stoll-Truelock, and I am honored to seek your support for re-election as a Board Member of the Washoe County Employee Association (WCEA).
I’ve had the privilege of serving on the WCEA Board for five years (2019–2022, 2023–2025), and as the WCEA representative on the Washoe County Safety Committee for seven years (2016–2022, 2025), including serving as Chairperson in 2016. Additionally, I’ve represented supervisory employees on the Insurance Negotiation Committee since 2020, advocating for fair and thoughtful benefits for our WCEA families.
One of my proudest contributions has been my work on the Insurance Negotiation Committee. Over the past five years, I’ve negotiated with purpose and integrity to ensure the best outcomes for our members. If re-elected, I will continue to champion your interests with the same dedication.
My desire to continue serving on the WCEA Board stems from a deep commitment to our employees. I bring a strong foundation of knowledge, experience, and passion to this role, and I remain focused on advocating for the needs and voices of Washoe County staff.
I’ve worked for Washoe County for twelve years and currently serve as a Fiscal Compliance Officer with Northern Nevada Public Health. Prior to this, I held the same role at the Human Services Agency for nearly two years and spent eight years in the Comptroller’s Department, including seven as the County Payroll Supervisor.

My name is Dr. Danika Williams, and I have served Washoe County as an epidemiologist since 2019. Public service has been the foundation of my career, and I believe the strength of our community depends on the strength of its workers. I am running for the WCEA Board of Directors because I want to give back to the organization that has supported me and to stand up for others in County service who dedicate themselves every day to improving our community.
I bring both analytical and collaborative skills that I believe will add value to the Board. I have guided teams through emergencies, worked closely with colleagues across County departments, and relied on data-driven decisions to support community wellbeing. These experiences have shown me the importance of fairness, clear communication, and respect for every employee’s contributions.
I believe WCEA plays a vital role in protecting fairness, improving working conditions, and giving employees a strong collective voice. It would be a privilege to help carry that mission forward as a member of the Board.
